Purpose 
Returns the path to the preferences and default options folder for the current user.

Description 
In Windows XP, the path format is /Drive:/Documents and Settings/UserName/Local Settings/Application Data/.
In Windows Vista and Windows 7, the path format is /Drive:/Users/UserName/AppData/Local/.
In Mac OS, the path format is /DriveName/Users/UserName/Library/Preferences/.

Examples 
Returns /C:/Users/John Smith/AppData/Local/ for a user named John Smith in Windows.
