Purpose 
Returns a Boolean value representing whether toolbars are allowed to be visible.

Description 
Returns 1 if toolbars are allowed; otherwise, returns 0. The Allow Formatting Bar script step sets the toolbar state. For more information, see Allow Formatting Bar script step.
